If the previous description of a 'Quiet One' is correct, you are more likely dealing with one of them. The type of Pure Lord who gains their power from a stalwart non-belief in magic would be unable to create a being that exists for the extermination of magic, because doing so would mean acknowledging the existence of magic, which would in turn rob them of their power. From the sound of it, however, a Quiet One may be able to, as they are corrupted: such a feat would, however, require an additional source of power. One that fits the bill for what you are describing is Void: if one such being were to be tainted by the Void, they could possibly shape a will-less creature capable of devouring magic from the essence of the Void.

Regarding a solution to your problem, though, you could immediately destroy those beings you mentioned with any source of Creation Magic, coming from my experience wielding said Creation Magic: it is an infinitely replenishing source of magic power, and would instantly fill those beings you mentioned to the brim, while maintaining it's own stability. Obtaining such a thing is a daunting task, however, and wielding it even more so. If you have a specific gathering you need to deal with a lot of them, or whatever is producing them, you could try summoning an artifact of Creation.
