I heard about some sort of exchange of weapon and spell packet donations in return for goblin stamps or something like that. Could someone please clarify how that works?

These aren't what I meant, I mean how does the exchange work? do I give a sword to someone at the door, and then get a few goblin stamps?

You donate stuff or money to monster camp. Which is each chapters "horde" of weapons/costuming/makeup/everything to equip and send out NPC's. Then the people who are high up enough with the right powers on staff give you goblin stamps. At least thats generally how it works. I haven't donated specifically to Oregon but I have donated to a lot of other places. 
Every chapter generally has these lists like the ones people are posting that tell how many goblin stamps they will give you for specific items.
