if i acquire liquid light for my character do i provide my own glow sticks or does logistics give them to whoever buys one?
 
Under basically any and all circumstances, you provide your own reps for everything that you do not acquire in game. Even things you do acquire in game that are considered ubiquitous will usually be unrepped. We are in the habit of sending out short sword tags as treasure. We are not in the habit of sending them out on our precious, precious weapon reps.

In direct answer to your question, you would be required to provide your own rep for a liquid light.
 
yay..so the box of multi colored glow sticks that just came in will do me some good :D
