High Magic is not tied, but Formal is. There's a slight differentiation between the two. Formal is necessary for ritual casting, high Magic was later added to allow scholars something to do with all of those formal levels they took. :)

I know Norman already replied to this, but just so there's no confusion: under the current 1.3 rules, High Magic effects like Cloak and Bane are limited in purchase quantity by how many 9th-level spells a character has; this limitation is going away under the current 2.0 packet. You do still need at least one 9th-level spell to purchase Formal Magic, but that single spell no longer prevents you from taking multiple Cloak or Bane (or whatever) effects if you don't want to increase your spell slots.

Very aware, just noting that could use a couple words to that effect to prevent confusion in people who haven't played formalists and are looking to rebuild for the new rules.
 
Not a question, but some feedback: the Jack of All Trades Ritual should include Create Trap in the list of skills you are considered to have (alongside Healing Arts, Herbal Lore, and Read Magic), provided the intent is to lower ID time for production items to 30 seconds.
