Race Packet for MWE

I couldnt find the race packet when i was serching for it and would like too read up on it asap if you could point me in the right direction for the MWE race packet i would be greatful.

You couldn't find the race packet because none of them are publicly available. :D Anyone with a character in the Seattle logistics database can request the race packet for their character's race by sending an email to plot@alliance-seattle.com and (and CC:ed to logistics@alliance-seattle.com so they can confirm that the character exists) and we'll send one out to you. If you don't have a MWE character, you can't have the MWE race packet.
