Ritual of WOE has the following variable levels of effect dependent upon the level of casting.

Level 1: Immune to Fear, Temporary Stake of WOE
Level 2: Immune to Vampire Charm, Immune to Fear, Temporary Stake of Woe
Level 3: Arcane Solidify 2/Day, Immune to Vampire Charm, Immune to Fear, Temporary Stake of Woe
Level 4: Immune to Necromantic effects, Arcane Solidify 2/Day, Immune to Vampire Charm, Immune to Fear, Temporary Stake of Woe

Per the latest playtest packet, Vampire Charm has been removed from the game, removing an valid effect from levels 2-4 and making level 2 redundant to level 1 unless a substitute is added. I have not found any updates to this ritual in the playtest packet, the ARC 2.0 scroll conversion sheet, the forums, or the beta rulebooks.

This post is to inform you that your question is currently being discussed by the ARC and once some clarification has been made will be posted here. Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.

As approved by the Owners, this ritual has been officially errata'd as follows:

In the ritual text under the list of "Benefits conveyed...", change "Immunity to Vampire Charm" to "Resist against Charm and/or Necromancy".

Change the levels to:

Level 1: Immune to Fear, Temporary Stake of Woe
Level 2: Resist Necromancy 1/day, Resist Charm 1/day, Immune to Fear, Temporary Stake of Woe
Level 3: Resist Necromancy 1/day, Resist Charm 1/day, Arcane Solidify 2/Day, Immune to Fear, Temporary Stake of Woe
Level 4: Immune to Necromantic effects, Resist Charm 1/day, Arcane Solidify 2/Day, Immune to Fear, Temporary Stake of Woe

Existing scrolls need not be reprinted unless the sponsoring chapter chooses to do so, but Ritual Marshals should be aware of this errata and inform the Caster before they cast.
