Rules Question: Conservative Casting/True Conservation

Can these ritual modifications be used to reduce a rituals cost such that you can eschew a component listed on the scroll.

For instance if you had a scroll with 'Nightshade, Nightshade, Fangtooth, Penna, Penna' listed on it, could you use True Conservation to use only 3 of those?

All reagents required to cast the ritual (as listed on the scroll, plus any additional) must be present in the circle at the time the ritual is cast. At the end of casting one reagent (or two, for True Conservation) may be chosen by the caster to be conserved.

In your example, you would need 2 nightshade, 1 fangtooth, and 2 penna present at the time of casting, but could then select any two to remain at the end of the ritual.
 
Interesting. I'm glad I asked.

Does the requirement to have the components present during casting with conservation include those components used to cast at a higher difficulty? Or just the base components?

IE: Casting a 30 Arcane Armor at 21 reagents with True Conservation, you need 21 reagents of the scrolls reagent types in the circle?
 
That is correct. In all cases you must have the total number of reagents present as dictated by the scroll, including those for increased difficulty, and then at the end 1 or 2 will not be consumed.
