Spell Packet Colors

I seem to be finding conflicting information in regards to packet colors. I have read that arrows now must be blue and i have read that spells must be white. Is this correct?
 
Thanks Tom!! So i had made up a handful of blues previous to knowing this; do arrows still need tails? forum posts i have read make me think that they do not. just let me know so i can change the blue packets if need be. Thanks again.
