Spell Pyramid Restrictions

Per Page 51 of the ARB:

"You may buy more than four Spell Slots per level but there always must be at least as many Spell Slots below that level in order to support the new amount. Further, the pyramid must be constantly building, which means the level above must only have one more than the amount you are buying."

This is creating confusion due to the bolded.

It is my believe that the wording intends to mean the difference between the level above and the level I am buying cannot exceed one prior to purchase.

Example:

In this example, I can clearly buy a 5th level spell. But per the rules, I could also buy a 1st level spell, leaving me with

Now, the question is this: Could I also buy an additional 1st level spell? Consider figure 5.

According to the example, this is a legal build, meaning that the bolded word clearly indicates that the difference of one only applies prior to purchase. Otherwise

I can find no rule that would otherwise prohibit this, and I can honestly see little ramifications if this sort of build weren't prohibited. However, can you confirm if this is legitimate?
 
The wording you note is intended to reference a level once you have any spells on it, not to prohibit building out a pyramid.

The best way to think of it is that "there can't be more than one 2-wide gap" in a pyramid at any time. So you can get

but you must then build it to

before buying any more spells. Similarly, you can have

and buy another first-level spell, as this doesn't make more than one 2-wide gap in the pyramid. But you couldn't then buy *another* first level spell without building the top of your pyramid more, as that would create more than one 2-wide gap in the pyramid.
