The Mages' Guild did indeed acquire a Monter Slayer scroll a month ago. It is available for spellcrafting.

I am not yet a member, but I believe there is usually a charge. I do not recall exactly, but I believe this scroll is a special case, given the manner in which it was acquired. It may not incur a fee, as long as the caste provides his/her own component(s).

It is one of the subjects we will be debating at our Mages Guild meeting this weekend. My Guild members may use the Guild scrolls for free and may charge if they wish (I certainly do, especially if I am using guild components), but we have yet no policy concerning what fee to charge to allow others to use our scrolls for spellcrafting purposes.
