Treasure distribution methods in HQ are not changing anytime soon. We do endeavor to put more of it on modules and in roleplay than just battles, but you have to have some everywhere.
As far as tags go, if people would rather hand them to us without being torn so they can be reused, I'm fine with that. But no, you can't save them for later (the one exception being the last battle before logistics).
