Good afternoon to all!

With the market gathering a day away, I figured I would cover a few items that are unique to Kaida Senu.

1) The Town you will be staying in is referred to as Ikari’s Hope. A major feature of this town is the “Warning Bell”. Please keep weapons and such near you at all times as at any moment, an attack can be made on the town. The “Warning Bell” will ring, giving us about 2-4 minutes of time at most before the enemy arrives at our doors.

2) We have 3 unique components that are tied to the lands: Motes of Destruction (Purple in Color), Sparks of Creation (Yellow in Color) and Flickers of Time (Green in Color). This components will not find any power outside of our Mist Sphere. The going rate for these components is 5 silver a piece.

3) Component costs in our lands: Those tied to the lands themselves are 5 silver a piece. Those that can travel cost 1 gold.

4) DO NOT CAST NECROMANCY. If you are caught willfully casting necromancy, it will result in an immediate death by the sword and a loss of your worldly possessions. Necromancy in this Mist Sphere causes the Plane of Chaos (where most undead reside) to be able to open a rip between the planes and traverse to our lands. We have already felt the result of this before with an almost 3 hour assault upon the town.

There will be a small gathering at the start of the market that I will be running to provide more information about the past, current and future issues that Ikari’s Hope will be facing. During this time I will be also gathering everyone’s names for our town loot splits. If your name is not on the list, you will not be getting a cut of the treasure. Please make sure you find me (an elf usually in blues and greens) or ask to find Glenn by one of the residents of our town and I will add your name to our sign in.

Not that I have any issue with pursuing justice against those who practice necromancy. But how was the severity of the offense decided? And have a set of other laws been created for the town?

The punishment of death for Neromancy was decided upon by the adventuring nobles that call Ikari's Hope their home with the understanding from the House Representatives. At this market, we will be setting down more permanent laws in accordance with inhabitants of the town, the House representatives and the adventuring community.

If you would like to send a messenger to me before tomorrow eve, I will be sure to include any requests/suggestions that the Aviary has in this discussion. Thank you.

So what would happen if a person is charmed and forced against their will to cast necromancy to heal the entity? Would the death to them still occur?
Now mind you I can't cast a lick of magic other than from scrolls, but asking as a travel with a Healer and need to know if I need to take them down quickly if they get charmed and forces to cast

I think the main thing was willfully. So don’t willfully do it. Problem solved. Now, are we talking death or resurrection? Also how much in worldly possessions?

I will need to speak with my colleagues about other laws we wish to see in your town but I must however ask who is to regulate these laws? Who are the autories to report to? Who passes the sentence? Who deals the justice? What is the court system like? What evidence is admissible? Having laws without a legal system is like wing without a feather. Useful, but not for its intended purpose.
Also is the intent for these laws to reach across the water to Little Zenith? Do we wish to have an extradition treaty for criminals? Trade agreements? Joint defensive forces? Much will need to be accounted for that the average adventurer may not consider.

Good man Gabriel,

If a mind altering effect has been placed upon one of our adventurers, they will not be held accountable in accordance to the stipulation "Willfully Casting".

The verbiage is something we plan on addressing this weekend in tandem to the other discussions.

At this moment and time, if you are not of your own free will (Charm or Enslavement), you will not be put through the Circle. I would, however, suggest you take down your friend if you notice the enemy is requesting charmed allies to cast Chaos/Necromancy. Even if it is not intended, it still causes the rip to the Plane of Chaos issue. I hope this helps.

I wasn't aware Ikari's Hope had nobles, only ones originating from lands beyond. I quake with terror at the power of the monarch who bestows nobility titles that allow one to create laws of other lands. I can only hope that those who do not have the luxury of retreating to another mistsphere while dictating the very pillars of law are permitted a voice.
As someone who has been falsely accused of necromancy before, I find that anyone is but a single accusation away from having all assets seized very troubling. Where does one person's wealth end and their guild's begin? I understand the death penalty for such a crime, but to also reduce them to destitution? I fail to see the justice in that.

The warning bell seems a good system.

In my own home of the Free Baronies of Westlan Tel'Nava in Barran, at times creatures carry necromantic potions, scrolls, and items. Is there an authorized means of dispensing of necromantic items in your land?

If this is a question too complex to answer through letters or the Dreaming, I will be glad to hear the answer at the gathering tomorrow.

Just asking to make sure it's brought up for discusion does using items like potions that necromatically increase your natural armor open the rift? With the extention being what is the punishment for someone using that sort of brewing?

Knowledge possessed thus far is that the act of casting aka "creating" anything within the necromantic aspect generates the planer issue that rapidly cascades out of control. Thus, any form of Spell Casting, Spell Store activating, Ritual Casting, Ritual Spell Crafting. Brewing by its core is the act of creating, there for 99% of anything a brewer does that would /create/ would most likely qualify or at least be close enough that no one would be willing to entertain even a controlled test.

If at any point a person asks themself "is this casting or creating or adjective of choice" you have already gotten to close and any closer and you've likely become part of the problem not the solution.

As a reminder, Necromancy is illegal throughout all of Fortanis and except in specific or unique circumstances, the consequence is almost always resurrection. As adventurers we often come face to face with mist-sphere-world-altering-consequences and in some places that is taken into consideration regarding a situation, and then in some places not. The illegal nature of Necromancy has zero grey and just as often a single resurrection and loss of worldly possessions is considered a light punishment.

In Kaida Sanu, it is not only an extension of this illegal nature - but in additional detrimental to the point of dire on a cosmic scale, not mere political, social, financial capital. The other kingdom citizens that Ive met thus far take a very, very harsh view on Necromancy. Some of those kingdoms or people therein, simply asking some of the questions posed today, would be grounds for them to take actions against someone for the mere idea that they might use or have used in the past or might in the future. Just the uncertainty would be considered to high of a risk and that such risk must be addressed and if necessary, forcefully. That someone might use necromancy is enough...

As to Necromantic aspected Items, catalysts, ritual scrolls - thus far has not been a grave concern. With some workshops that some of those mercantile minded possess their magically enchanced Tool-Kits, can break down such objects to put them to better use. Also, such crafters often engage in Recycling to break these objects back down into their core elements to then make new non-necromantic items.
