I can huck a semi-solid mass of birdseed at your head but I can't use closed cell pipe foam with no core in my throwing knife? Same level of WTF I'd say.
That's because we care about safety, other games do not.

I'm still waiting for the next edition of the rules to come out, when lawn darts for the new AoE spells finally gets released.

/me ducks, covers and runs

Well, at least with those there'd be no question as to whether it hit or not  .

If you want even more of a disconnect, realize that while a capped piece of closed cell pipe foam with no core is unsafe as a throwing knife, if you make it twice as long and put a battery inside, it's a safe javelin.

Or spray plasti-dip if you can get your hands on it. It seems to be getting harder and harder to find.

If you can't find spray, I found just a can of tool dip that wasn't aerosol. Used it for some crossguards. Found that if you mix it about 50-50 with xylene (also available in hardware stores) it helps make the tool dip less viscous and absorb into the foam better. I don't know if these would be too hard for thrown weapons though as the crossguard was a little rigid when I was done. Playing around with the xylene/tool dip ratio might help that.
