[Twinspire] The Laws of Battlegrounds

Some time ago, I, Sir Jierden Fenstermacher, Knight Bachelor of Omar Nadine, met with some of the adventuring community who travel through Battlegrounds. Those who were willing to meet with me were heard, and their words were carried to the High Arbiter. The High Arbiter, after taking council from the Guilds of Trevaelia and the Allied Trevaelian Army, has seen fit to alter the edicts passed down prior to the beginning of her term.

It is and will ever be the High Arbiter's intention that Twinspire Vale, Arbory, and Omar Nadine be protected from attack and infiltration, both by Fathomfall and by any other agents who might enter Accord lands with ill intent; at the same time, it is her intention that travelers find Twinspire Vale a welcoming place, and that those who are skilled with sword or spell be able to stand ready to help defend Twinspire Vale should any threats arise. To these ends, the High Arbiter is relaxing the restrictions on the bearing of arms within Battlegrounds. Anyone who wishes to carry a weapon may do so. If it were not already clear, alchemical gas globes and the mana called up by magicians will be considered "weapons."

However, because of the increased danger an armed person poses, and because of the incredible skill and power wielded by some of those who visit Battlegrounds, the Allied Trevaelian Army and the guards stationed within Battlegrounds are authorized by the High Arbiter herself to react to any hostile or dangerous person bearing a weapon with deadly force. If an armed person attacks or threatens anyone within the walls of Battlegrounds, the guards and the Army may take any action necessary to disable said person and end the threat they pose, including death. The priority of the guards will be the defense of Trevaelia, and dead perpetrators may resurrect if the situation is dire enough; this is considered a just price for the safety of the citizens of Battllegrounds. Likewise, if an armed person assaults or threatens anyone within city limits and is apprehended and brought before a magistrate, the magistrate is authorized to demand a penalty of death, even if their crime would not ordinarily warrant such a punishment.

It is also the High Arbiter's intention that the military and the adventurers be allowed to handle a reasonable amount of their affairs internally, including disputes that would ordinarily be the purview of a magistrate. Soldiers and adventurers wield an amount of power that the common man is not privileged enough to wield, and handle their trials and tribulations in ways that are alien to the likes of farmers and statesmen. To that end, if the guards or Army apprehend any member of the Pathfinder's Enclave or the Allied Trevaelian Army, they will remand these individuals into the custody of their leaders to be judged and punished. Members of the Pathfinder's Enclave will be delivered to the Enclave Arbiter or her officers. Members of the Allied Trevaelian Army will be delivered to their commanding officer.

If members of any guild operating within Twinspire Vale are apprehended, they will be jailed and their Guildmaster will be informed. If the Guildmaster wills it, a member of the prisoner's guild who is not imprisoned themselves may be summoned to argue the prisoner's case before a magistrate.

Let it be known that lawbreakers must be punished, and the Enclave and Army will not be permitted to fully pardon their members without an explanation being delivered to a magistrate, the High Arbiter, or the High Arbiter's direct agents. The High Arbiter will overrule any pardon she disagrees with or any punishment she deems to be too lenient, and may choose to visit a punishment on the presiding officer as well.

Use of the Mist Gate will continue to be restricted to members of the Pathfinder's Enclave and the Allied Trevaelian Army. Members of the Enclave and the Army may vouch for non-members traveling with them, but if a non-member commits any crime against Twinspire Vale, Arbory, or Omar Nadine that was abetted by the use of the Mist Gate, all those who vouched for the perpetrator will suffer the same punishment as them. Guild members seeking the use of the Mist Gate for guild business may seek permission for its use from the Allied Trevaelian Army.

These laws may seem harsh; but they are here to protect those who cannot protect themselves, and to preserve a modicum of peace in a time when many of us have had a trust shattered they never expected to lose. Those with questions may bring them to a magistrate or any agents of the High Arbiter who are willing to take the time to listen.
