Vengeance Effect

What is the effect when someone states “20 Vengeance“ while you are delivering a killing blow on them? That is, what is special about the vengeance qualifier? This appears to no longer be in the rulebook (and the relevant ritual does not explain the effect).

And does it happen before or after the killing blow is completed?

The Vengeance call happens after the killing blow, as a response to it. It will happen even if the killing blow is no effect.

Vengeance itself is unavoidable damage and prevents the target from dodging, phasing, cloaking, or in any other way avoiding taking the damage.

It can also happen as part of a glyph. The same unavoidable rules apply.
