Vindicator seats to be filled and Candidates

I know that two seats must be filled. High Vindicator Constantine's old seat and Vindicator Phillip. From my notes are the following positions correct?

1 Whitecrown, Vindicator Peter
2 Iron Hills, Vindicator Magdalene
3 Pauper’s Launch, Vindicator Tiffini
4 Rook's Alley, Vindicator Levi
5 The Five Bridges, Vindicator Judas
6 Riftguard, unseated
Might be do to the Mistweavers presence
7 Old Rathfall, unseated, Pelagus Basilica
8 Markey Island, unseated
9 Shademire, Vindicator Simon

Will a sanctuary be built in Whitehaven?
Am I correct that Riftguard does not have a sanctuary?
Who are the main candidates for the seats?
How is one raised to the rank of Vindicator?

You are correct that two vindicator seats are open in Rathfall. Riftguard and my own old position in Old Rathfall, at Pelagius Basilica.

I am not sure what or where “Markey island” is, but if there are those that are in need, or the forces of evil are afoot anywhere in the grimere expanse, you or your companions can direct the Order there to spread managed security and safety to its populace.

A sanctuary is planned in Whitehaven once the area is relatively free from dangers and commonfolk are safe to live there.

Riftguard does indeed have a sanctuary, it may not be as grand as Pelagius Basilica but it is open to all in need.

All vindicators are appointed by myself, the High Vindicator. To do so, a candidate must have obtained the rank of Virtuous Knight in the Order, or have a special writ from Silkshore to be considered.

The candidates for the Vindicator seat in Riftguard are:
Ser Daniel Lee Jones of Rathfall
Ser Farnsworth of Rathfall
I’ve also received word from Silkshore that another candidate is on the way and will arrive by tomorrow.

I greatly appreciate the clarification on these matters.

As to Markey Island, it appears to be the name of the island on which Rook's Alley is based. I apparently transposed the names at one point.

I will note there are plans for an Earths Chosen facility in Platinum’s End. Should the need for representation extend to Whitehaven.
Though I too am curious on who was chosen.

The candidate from Silkshore was choosen. Ser Daniel pulled his bid and used his time to call out Ser Farnsworth for murder and conspiring with vampires with some pretty damning evidence. Ser Farnsworth was arrested. So there was really only one choice left.
