The following is OOG information about the process of getting writs and sanctions. It also gives information about how these things work with the economics package.

All requests for writs of operation should be submitted to the Royal Bookkeeper for approval. A brief description of the intent of the operation of the caravans and ship should be included. It is much easier to get a writ of operation than it is to get sanctioned. A writ of operation says the kingdom allows you to do it, to be sanctioned means the kingdom approves of you so people are more likely to go to someone who is sanctioned.
As far as creating a guild, anyone can create any guild they want. However, in order to receive clout from it they must be sanctioned by the crown. To do this you must submit a request to the Royal Bookkeeper.

Any guild or organization who wishes to have the backing of the crown as an official entity must submit the following information to be evaluated for the crowns approval. Once approval is established you will once again receive all the benefits of being sanctioned.
1) The name of the Guild or organization
2) The name of the Guildmaster
3) The names of all of the Guild Elders
4) The names of all of the guild members
5) The type of guild or organization. Merchant, adventuring, warriors, etc...
6) The guild colors and symbol
7) The guild charter or laws ( these can not contradict the laws of the Kingdom of Valdanis)

After the information is submitted the request gets processed and then the approval or declination (with reasons for it) of the request will be sent to the guildmaster of each guild. If a request is declined a future request can be resubmitted or a meeting with the bookkeeper can be arranged if there is a dispute of the decision.
So that there are no misunderstandings here are some tips that should help to get these answered faster:

1) Start by submitting the request in an In Game format. Write the document as your character would submit it to the bookkeeper. I may be the one who plays the bookkeeper but it is the personality, opinions, and standards of that NPC that you have to deal with.
2) A guild will not be sanctioned if the information in the request does not show that they will be a benefit to the kingdom.
3) A guild must have at least 3 members with the intentions to recruit more to be considered for sanctioning.
4) The restrictions for amount of positions allowed are that you may have no more than 3 higher ranked positions within a guild and no more than 2 of those can be Guildmaster. So you could have 2 master and 1 elder or 1 master and 2 elder or 3 elder. You cannot hold a higher ranked position in more than 1 of the same type of guild, so if you have 2 warriors guilds you may only be a master or elder of one of them but you can still be a member of the other. Any one character cannot exceed more than 5 guild associations without losing the clout for all of them as they are deemed “spread too thin”.
5) The information needed for what makes an elder versus a standard member, which should be part of the guild charter, is to determine if a guild is set up to Kingdom standards for approval.
6) Modern ideals of business should not be taken into account. This is a medieval fantasy game not a modern fantasy game.
