So, about those helpful comments... +2 Thievery and +2 something else would be appropriate for Gypsies. Barbarians will get +2 Endurance and +2 Nature. List of skills following for suggestion to the "other" Gypsy +skill.

I would suggest either Streetwise or Perception.
 
To keep Scavengers as the "toolbox" race that it is, I've made a "race kit" that you pick and choose features to make your Scavvy. This was balanced against
Scavenger
Ability Modifiers: +2 Constitution; All Scavengers are survivors to live in the wild and as adventurers.
Use 12 Race Points
Low-Light Vision (-1 point)
Darkvision (-2 points)
Claws: Count as two indestructible daggers that are withdrawn/sheathed as a minor action. May not be holding something in a clawed hand. (-2 points)
+2 Non-Constitution Ability (-2 points)
+2 Skill Bonus (-1 point, may be purchased twice)
+1 Any Defense Value (-2 points)
+1 Armor Class (-5 points)
-1 Speed (+2 points)
+1 Speed (-5 points)
Empathy: Can communicate with related animals. (-1 point)
Light Sleeper: Sleeps 4 hours and is fully aware. (-2 points)
Small: Must wield versatile weapons 2-handed and cannot wield 2-handed weapons. (+2 points)
Powerful Build: Can wield weapons as if they were one size smaller. (-7 points, cannot be Small)
Resilient: Use Second Wind as a minor action. (-2 points)
Heavy: Moves one less square when forced to. Immediate saving throw to stand when knocked prone. (-2 points)
Hardy: Add Constitution modifier to healing surge value. (-2 points)
Well Learned: Considered trained in any skill. (-3 points)
Porter: Not slowed by heavy loads or armor. (-2 points, can only be taken if -1 Speed was also taken)
Poison Resistant: +5 on saving throws against poison. (-2 points)
Bold: +5 on saving throws against fear. (-2 points)
Nimble: +2 to AC against opportunity attacks. (-3 points)
Fury: +1 to attack when bloodied. (-2 points)
Frenzy: +1 to damage against bloodied foes. (-3 points)
Prowess: +1 to [skill] to all non-[Scavenger race] allies within 10 squares. (-2 points, must select a skill that you have a racial +2 bonus in)
Healthy: +5 on initial Fortitude defense and following saving throws against disease and sickness. (-2 points)

Its actual religion...

I don't know that it makes sense for it to be religion...
 
To test out the "Scavenger Toolbox", could some people make sample scavengers or try to break it? I'm worried about some unholy combo of traits that I didn't see together. Also as an edit, you cannot take Powerful Build after taking Small.

Sample Scavenger: Vulture (12)
+2 Constitution, +2 Wisdom (10) Vultures understand the reality of the world around them and how grim it can be.
+2 Endurance, +2 Nature (8) Being able to go days without a proper meal, Vultures may look emaciated at times but feel fine by the time they find something dead.
Frenzy (5) A near-dead meal just needs some encouragement.
Bold (3) Vultures are not easily shocked, most meals for them are more grisly than a phantasm.
Low-Light Vision (2)
Healthy (0) Vultures aren't picky about eating and are rare to be infected.

Sample Scavenger: Bear (12)
+2 Strength, +2 Constitution (10)
Heavy (8)
Hardy (6)
Claws (4)
+1 Fortitude Defense (2)
Fury (0)

Healthy: +5 on initial Fortitude defense and following saving throws against disease and sickness. (-2 points)
